Preheat oven to 375 degrees F. Grease a 12 cup muffin tin or prepare with 12 paper liners.
In a bowl, cream together the sugar and butter with a mixer until smooth and creamy.
Add the eggs, one at time, and then mix in the vanilla.
In a separate bowl, whisk together the flour, baking powder, and salt.
Slowly alternate adding the flour mixture and milk into the butter mixture, mixing in between addition.
Fold in the chocolate chips with spatula.
Spoon the batter equally into the 12 muffin cups and bake at 375 degrees F for 25 to 30 minutes, or until toothpick inserted into the center of a muffin comes out clean.
