In a medium bowl, whisk together the flour, baking soda, baking powder, cocoa powder, and salt.
With an electric mixer, beat together the butter and granulated sugar on medium/high speed for about 3 to 5 minutes. The mixture should be fluffy and light.
Add egg and vanilla to the butter mixture and beat until creamy.
Turn mixer to low and slowly add the flour mixture until all is incorporated.
Divide the dough in half. Place each half in plastic wrap and form into a flat disc shape. Refrigerate for about an hour.
Preheat oven to 350 degrees F and line two baking sheets with parchment paper.
On a lightly floured surface, roll out each disc to 1/4 inch thickness and cut cookies into circles, rerolling leftover dough if needed.
Bake, one pan at a time, for about 12 minutes.
Remove baking sheet from oven and allow to set for 5 minutes on cooling rack. Remove cookies from baking sheet and allow to completely cool on cooling rack. Enjoy!
